ROAD MAP FOR REQUESTING RFI's and RFQ’s For Renewable Wave Energy Extraction Systems
Lot of efforts and funds had been wasted on systems that are in conflict with physical laws, which we have to obey, or no feasibility study were made to check for system viability and economy. The Road Map is intended to help utilities, developers and investors make Requests For Information related to wave energy extraction systems to save time and funds so that interested parties submit a detailed description of their systems. A review of the response to the RFI would determine the most likely viable systems to be selected. The submittals should be made in three separate files: a) General b) Technical and c) Commercial. In addition to “Client” previous requests and outline, key information should be provided by system developers as follows: A. GENERAL 1) Detailed information related to the project and role of “Client” a) Permits and licenses i) Detailed description and dates they are provided by “Client”. These to include all federal, state and local requirements, including environmental and different organization requirements. b) Bonds i) Bid bond ii) Performance bond iii) Advance bond c) Approval cycle and time to approve: i) Execution drawings. ii) Shop drawings. iii) Materials and appurtenances to be used for the project. iv) Execution Schedule. v) Quality Assurance, Method Statements and Inspection/Test Plans. vi) Security/Safety Plans. vii) Respond to design and/or site modifications. d) Payment Schedule i) Payments would be made by “Client” upon presentation of invoices by the developer within six (6) weeks from the date it is presented, as follows: (1) Advance Payment, defined at XX % of Project Value. (2) Retention on Payment, defined at XX %. (3) Submittal of detailed execution drawings, (4) Submittal of detailed Construction Schedule. (5) Submittal of QA/QC statements (6) Submittal of Method Statements/ITP and Security/Safety Statements. (7) Payment for materials and equipment delivery to site, at XX % of invoice value. (8) Monthly Progress Payment Schedule. e) Hand Over i) Preliminary hand over to be effected within sixty (60) days from the date electric power is generated and transmitted successfully to shore. “Client” to define a detailed procedure for this preliminary hand over. ii) Final hand over to be effected at the end on one (1) year of successful operation after the date of Preliminary hand over. 2) SELECTION CRITERIA 3) The following would be applied to select successful wave energy extraction systems. a) List of projects that are currently operating with a letter describing system performance duly signed by the respective Clients. b) Average energy extracted per one (1) meter of wave front for different wave heights, up to waves eight (8) meters high. Data to be for one whole wave cycle. c) Average Kilo-Watt Hours generated per one (1) meter of wave front for different wave heights, up to waves eight (8) meters high. Data to be for one whole wave cycle. d) The lowest wave height to which the system can extract energy and the respective energy extracted and power generated for one whole wave cycle. e) The method of leveling wave power for one whole wave cycle. f) How the system reacts to daily and to seasonal sea level variations. To be explained in detail. g) Where is the wave energy equipment installed? On a floating under water structure or on a fixed above water structure? h) What makes the system resist severe storms? i) What is the mooring system used? j) What is the foot print of the system for approximately one (1) megawatt of leveled power generated for a period of one wave cycle? k) What is the foot print of the system for approximately five (5) megawatt of leveled power generated for a period of one wave cycle? l) Estimated weight of each system for one (1) and for five (5) megawatts. m) Method of anchor to the sea bed. n) Expected Life of system in years. o) Output voltage level transmitted to the shoreline. p) Lump Sum cost price as proposed under the “Commercial File”. 4) “Client” reserves the right to accept or reject any proposed system without divulging the reasons for that decision. 5) Individual developers may be selected provided they submit signed statements together with the developer, from equipment suppliers, from consultants, from main offshore contractors to the effect that they are interested in the project and would enter into an agreement with the developer to execute, operate and maintain the project. 6) TECHNICAL 7) Brief system description. a) Energy extracted per wave pass. b) Medium for generating electric power: 1. High pressure water. 2. Compressed air. 3. Method for leveling power output over a full wave cycle; Fly wheel, capacitors, or any other method. 4. System foot print. 5. Detailed mooring system. 6. Guaranteed KW-Hours produced per year per system footprint taking into consideration the sea state at the proposed project site. The KWH produced should be guaranteed within ten (10%) percent of calculated values. 7. System scalability and capability to extract wave energy from a sea front up to one-mile wide. 8. Output voltage and frequency to be equivalent to the public utility network in the area, and which is defined by “Client” as 3-phase, XXX Volts, 60 HZ. 9. Output voltage regulation and synchronization to be the responsibility of the developer. Method to be outlined in detail. 10. Electric power transmission and data acquisition and control to be the responsibility of the developer. Detailed listing of monitoring/control data transmitted to the shore line for “Client” use. 11. Detailed list of spare parts for one year maintenance and operation 12. Detailed construction schedule, with defined milestones. B. COMMERCIAL The complete commercial file including all “Client” requirements would be provided only to successful developers that had signed and submitted the GENERAL and the TECHNICAL files A and B described above, and their proposed systems had been accepted by “Client”. Bidders should sign again the General and Technical files described above and fill in unit rates to the items shown below. No variations and/or modifications to equipment and/or materials defined in the Technical submitted file would be accepted. Developers to submit this Commercial file completed and priced as itemized below:
